I was unaware of the “Fresh Start” option. You may find it useful.

This quote from the article says it all, however… “Unfortunately, there’s no way to prevent Windows 10 from installing these apps without asking you.”
While that is true of all modern operating systems, at least Linux #1 asks you to approve updates and installs and #2 since it is an Open Source organization, they have no reason to force commercial apps.
